Cat Macaulay 

Chief Design Officer - The Scottish Government 

Cat is the Chief Designer in Scottish Government and Head of the Office of the Chief Designer Division. The Division leads the drive across Scotland to deliver a consistent 'Scottish Approach to Service Design', is undertaking a citizens and experts engaged Commission on an Ethical Digital Scotland, leads the User Centred Design profession in the SG and delivers a £47 million digital inclusion programme called Connecting Scotland. Currently she is 50% seconded to The Promise - a new organisation being set up to ensure the findings of the Care Review, published in February 2020, are implemented.


Margaret Moore 

Director ScotlandSopra Steria 

I am the Government Director for Scotland and Northern Ireland. I am passionate about working as a colleague with Government– bringing technical and commercial innovation to join the dots and enhance public services. I have over 25 years’ experience solving problems with the use of “digital stuff”, predominantly in the Scottish Public Sector. My experience includes working with the third-sector, health, central and local government to define citizen-led solutions which ‘make a difference'. I have worked with Sopra Steria for the past 9 years, with previous roles in Oracle and EMC. 
As an active contributor to the Socitm Top Talent Programme I believe that leaders with a can do attitude and a cross sector network, have a massive role to play in the continual improvement of our Public Services. Married with two teenagers, I spend most weekends providing a free taxi service.


Ute Schauberger

Service Designer - NDS Scotland

Ute is a Service Designer with a background in social anthropology and design innovation. At NDS, she ensures health and care professionals and the people they care for are central to how new products and services are made, and leads on understanding how the National Digital Platform can enable inclusive service transformation. Before joining NDS, Ute worked as part of the Digital Health and Care Institute team at The Glasgow School of Art, where she explored how design innovation approaches can address complex issues around health and care.
